Cosmetic Product Safety Report

The Cosmetic Product Safety Report is a document confirming the safety of a cosmetic product.

It is issued for each cosmetic marketed in the European Union. The legal basis is the Regulation of the European Parliament and of the Council (EC) No. 1223/2009 of November 30, 2009 concerning cosmetic products (Official Journal EU L342 of 22.12.2009, p. 59), applicable from July 11, 2013.

Detailed guidelines on the content of the Cosmetic Product Safety Report can be found in the Commission Implementing Decision of November 25, 2013. on the guidelines regarding Annex I to the Regulation of the European Parliament and of the Council (EC) No. 1223/2009 of November 30, 2009. on cosmetic products (2013/674/EU).

The Cosmetic Product Safety Report is a document composed of two parts.

Part A of the report is a set of product data, which is defined in detail by the Commission Implementing Decision of November 25, 2013. on the guidelines regarding Annex I to the Regulation of the European Parliament and of the Council (EC) No. 1223/2009 of November 30, 2009. on cosmetic products (2013/674/EU).

Part B of the report is an opinion on the safety of the product. In accordance with the Regulation of the European Parliament and of the Council (EC) No. 1223/2009 of November 30, 2009. the cosmetic safety assessment may be performed by a person holding a diploma or other evidence of formal qualifications, awarded as a result of completing theoretical and practical university studies in pharmacy, toxicology, medicine or other similar discipline, or a course recognized as equivalent by a given Member State. The Cosmetic Product Safety Report is prepared by a qualified person, i.e. a Safety Assessor. According to the above regulation, a Safety Assessor is a person with a diploma or other proof of formal qualifications. Diploma awarded as a result of completing theoretical and practical university studies in the field of pharmacy, toxicology and medicine. A diploma from another similar discipline or course recognized as equivalent by the Member State concerned.
